Oksana Glushchenko

Oksana Glushchenko serves as Comptroller at the California Housing Finance Agency (CalHFA), where she leads the agencyโs accounting, financial reporting, internal controls, and oversight functions. CalHFA is Californiaโs statewide affordable housing lender, dedicated to increasing access to safe, stable, and affordable housing for low- and moderate-income Californians.
With over 25 years of experience in public accounting, her leadership has been instrumental in shaping and managing major housing and mortgage assistance initiatives, including Keep Your Home California, the $1.1 billion California Mortgage Relief Program, the National Mortgage Settlement Program, and CalAssist Mortgage Fund.
Under Oksana’s stewardship, CalHFA has earned the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for eight consecutive years, a testament to the agencyโs commitment to financial transparency and high standards.
As Comptroller, she continues to champion innovation in financial systems, audit readiness, and risk management practices bolstering CalHFAโs fiscal resilience as it advances its mission to serve Californiaโs most vulnerable communities.
She holds a B.S. in Economics from Plekhanov Russian University of Economics in Moscow.
