Shirley Flores

Shirley Flores is a Director and Lead Analyst with S&P Global Ratings’ Americas Public Finance Housing Team where she is responsible for providing credit ratings to various housing bond issuers, including state and local housing finance agencies, social housing providers, community development financial institutions, and not-for-profit borrowers. She performs credit assessments for primary market new issues and ongoing surveillance of existing ratings.

Prior to joining S&P, she spent nearly eight years at the New York State Housing Finance Agency, where she was an Assistant Vice President in the Bond Finance and Multi-Family Development units.

Shirley was previously a public finance investment banker at Morgan Stanley and Ramirez & Co., where she gained exposure to various sectors across public finance outside of housing, including healthcare, public power, and transportation.

Shirley earned a Bachelor of Arts degree in Business-Mathematics from Skidmore College.
