Stephen Bannon

Stephen joined the Illinois Housing Development Authority (IHDA) in 2021, where he has held roles in both Asset Management and Multifamily Underwriting. In his current capacity as Assistant Director of Multifamily Business Development and Originations, he leads efforts to expand IHDA’s footprint in long-term multifamily lending, with a particular focus on tax-exempt bond issuance and Risk Sharing first mortgages. Stephen works closely with borrowers, investors, and public agencies throughout all stages of the affordable housing lifecycle—from project conception and deal structuring through closing, compliance, and refinancing.

His previous experience spans property maintenance operations, parking asset consulting, and digital product management—bringing a cross-sector perspective to housing finance.

Stephen holds a Bachelor of Science in Economics from Bradley University and an MBA in Finance and Marketing from the Kellogg School of Management at Northwestern University. He is a proud “girl dad” of three daughters and lives in Lombard, Illinois, where he serves on the School Board and is active in the Knights of Columbus.
