Jill Khadduri

Jill Khadduri has been conducting policy analysis and research on housing assistance programs for low-income renters for many decades. She joined Abt Associates (now Abt Global) in 2000 after holding leadership positions in HUD’s Office of Policy Development and Research. Her recent work has ranged from the causes and solutions to homelessness to counseling for first-time homebuyers. At HUD, she initiated the reports on worst-case needs for housing assistance and worked on the creation of the property-level database for LIHTC. At Abt, she led a study of what happened to LIHTC properties after the first period of compliance ended. Dr. Khadduri is co-principal investigator (with Mary Tingerthal) for a project that creates a database that merges the LIHTC household and property-level data and starts to analyze it to show what the LIHTC program has accomplished.
