David Gipson

David Gipson

David Gipson joined the U.S. DOE, Office of State and Community Energy Programs (SCEP) on Jan. 29. 2024 as the Deputy Director for Weatherization Assistance Program. He has 30 years of experience managing and directing state and local government energy and water management programs. Prior to joining SCEP he spent the last 26 years in program director roles with the state of Georgia: Ten years as Assistant Director of the Sustainability Division, 13 years as the Director of Energy Resources, and three years as the Director of Water Resources.

As Director of Energy Resources for 13 years, David directed a variety of energy infrastructure, efficiency and renewable energy programs including the Weatherization Assistance Program, State Energy Program, and Fuel Storage Tank Maintenance Program.

 

David has a Master of Public Administration from Georgia State University and a Bachelor of Science in Environmental Protection from Ball State University. David is Energy Auditor certified, a PMP, and CHMM. He has served on the Council of Infrastructure Finance Authority’s EPA policy committee, National Association of State Energy Offices Board – Southeastern States Representative and Energy Security Committee Chair, Mitigation Framework Leadership Group, and served two terms on the State Energy Advisory Board.
