Doug Carlson

Doug Carlson (he/him) is the CEO and Managing Partner of Community Development Strategies (CDS). He has more than 30 years of experience with federal, state and local programs and activities that finance, develop, and maintain affordable housing, revitalize urban and rural communities, promote fair housing, equity and inclusion, enhance disaster response and preparedness, and assist the unhoused. Doug previously served as the Community Planning and Development (CPD) Director and Field Office Director for HUD’s Portland Oregon Field Office. As CPD Director he managed more than $2 billion in CDBG, HOME, HOPWA, ESG, and CoC program awards in two states. As a private consultant, Doug assists communities and states with training and technical assistance on federal program planning and regulatory standards, economic opportunity, real estate finance and development, and homeless housing and services. Doug holds a Master in Public Administration degree from Harvard University.
