Stephanie Carl

Mrs. Carl is a Lead Community Development Specialist with over a decade of expertise in homeless and housing services, particularly within the U.S. Department of Housing and Urban Development (HUD) programs. As a key member of ICF’s HUD-funded technical assistance team for the HOME American Rescue Plan (HOME-ARP), she spearheads the HOME-ARP Direct TA portfolio. Her leadership has been instrumental in the real-time implementation of HOME-ARP across more than 25 communities, encompassing policy and procedure and written agreement development, preference and referral method implementation, and comprehensive documentation design to ensure HOME-ARP compliance.
