Heather Black

As the Manager of Tax Credit Compliance, Heather oversees the staff responsible for monitoring all properties that received an allocation of Low-Income Housing Tax Credits to confirm compliance with the IRS Section 42 Low Income Housing Tax Credit Code, Regulations, Rules, Notices, and the Indenture of Restrictive Covenants. Heather has worked in the Real Estate Lending & Housing Industry since 2006 and has more than 7 years of experience working in Affordable Housing with the Pennsylvania Housing Finance Agency. She is NPCC certified with Novogradac and has a Direct Endorsement with FHA for residential underwriting. Her unwavering attention to detail and commitment to doing things the right way has proven successful in upholding and maintaining compliance throughout her career. She is passionate about helping others and building lasting, meaningful, professional relationships. Heather studied English and Psychology at Harrisburg Area Community College. She resides in Harrisburg, PA with her husband and senior dog, Emma. In addition to maintaining safe and affordable housing for Pennsylvanians, Heather enjoys traveling, reading, cooking, and photography.
