Elizabeth Bioteau

Based on her belief that affordable and safe housing is a platform to success for every person, Elizabeth is driven by her understanding that housing insecurity and homelessness are solvable problems. As the Director of Strategic Initiatives & Partnerships at RIHousing, Elizabeth works collaboratively across RIHousing’s divisions and externally with Federal and State agencies, nonprofits, partners, and community stakeholders, to explore, develop, and execute innovative and collaborative approaches to deliver strong housing policies and programming for homeless, low income, and special needs populations throughout the state of Rhode Island. Elizabeth’s approach is rooted in her understanding that, to be effective, policy and programming must be collaborative, data driven, and continuously evaluated. From her programming background, she is keenly aware that funding and policy are aspects of a partnership toward shared goals, and she seeks to empower each stakeholder to maximize their impact within affordable housing delivery in Rhode Island. Elizabeth grew up in Boston and graduated from Tufts University.
