Kimberly Burnett

Ms. Burnett is a researcher and strategist at Abt Global. Her work focuses on researching, developing, supporting, and evaluating policies and programs designed to improve the financial security and stability of low-income individuals and families. In doing this, she has helped to strengthen evidence-based public policy and its implementation, particularly in the areas of housing and community development. She routinely leads strategic planning efforts for state and local housing agencies. Her expertise spans topics including expanding homeownership, strategies for overcoming barriers to housing supply, housing equity and stability, preventing and responding to homelessness, permanent supportive housing, and Housing Choice Vouchers. She has collaborated on numerous research studies focused on the Low-Income Housing Tax Credit program.
