Debra Guerrero

Debra Guerrero is a recognized leader in affordable housing development with over two decades of experience in strategic partnerships, government affairs, and public-private financing. As Senior Vice President of Strategic Partnerships and Government Affairs at The NRP Group, she has been instrumental in advancing the company’s affordable housing mission, particularly in Texas where she established NRP’s regional office in 2004. Under her leadership, the firm has developed more than 30,000 multifamily units and secured well over $3 billion in investment statewide.

Debra brings deep expertise in navigating complex policy environments and building collaborative models that bridge the public and private sectors. She has worked extensively with local, state, and federal agencies to create innovative, community-centered housing solutions.

Nationally, Debra serves as Chair of the National Association of Home Builders (NAHB) Multifamily Council and sits on the boards of the Affordable Housing Tax Credit Coalition (AHTCC) and BUILD-PAC. A past president of the Texas Association of Affordable Housing Providers (TAAHP), she continues to shape state-level policy as an advisor on affordable housing legislation and advocacy.

Her commitment to civic leadership is equally distinguished. She served as a San Antonio ISD Board Trustee from 2012 to 2021 and as a San Antonio City Councilwoman from 1997 to 2001. She currently serves on the board of Port San Antonio and has held leadership roles in numerous nonprofit and community organizations.

Debra earned her Bachelor of Arts from St. Mary’s University and holds a joint Juris Doctor and Master of Public Affairs from the University of Texas School of Law and the LBJ School of Public Affairs.
