Joshua Brown

Josh Brown has over a decade of experience in fair housing compliance and affordable housing oversight. After studying Criminal Justice at WV State University, he started working as a loss prevention supervisor in 2001. His seven years in this position were spent leading, developing, and creating investigative procedures and protocols with a team of up to 30 fraud investigators under his supervision.

After continuing his education at Bellevue University and earning a master’s degree in security management, Josh then went on to work as an Investigator 2 with the West Virginia Human Rights Commission. Josh investigated statewide allegations of discrimination under the West Virginia Human Rights Act and West Virginia Fair Housing Act. During this time, he graduated from the National Fair Housing Training Academy in Washington DC. In addition to investigations, Josh testified at hearings, provided training seminars, and worked with property owners to meet accessibility guidelines.

In 2012, Josh became the Fair Housing Compliance Officer and in 2014, the Senior Manager of Asset Management for the WV Housing Development Fund. In these roles, he collectively specialized in developing organizational policies and procedures that ensured compliance with ADA and Section 504 of the Rehabilitation Act of 1973, ensured compliance with Fair Housing regulations, and oversaw the monitoring of the agency’s portfolio for compliance with affordable housing programs and accessibility regulations.

In 2021, Josh joined E&A Team, Inc. as the Director of Strategic Initiatives and now serves as E&A’s Chief Operating Officer.
