Jonathan Hilliker

Jonathan has been serving the State of Michigan and the Michigan State Housing Development Authority for 10 years, in several roles, with a focus on Fraud Investigations for the housing programs that MSHDA administers. Starting at the ground level as an intern, he progressed to an analyst, specialist, manager, and now Director of the Audit, Compliance, and Fraud Investigation Division.

After serving the United States Marine Corps and Dept. Of Defense, he began at MSHDA as a student assistant in 2008. After interning at MSHDA he left for the private and non-profit sectors working in Enterprise IT for approximately 6 years.

Returning to the fraud unit at MSHDA in 2016, Jonathan progressed as the unit was built out and expanded through a reorganization. In 2020 when the global COVID-19 pandemic hit, Jonathan was selected to take over the unit and, since that time, Jonathan has grown the group and stood up a new investigation team in response to an unprecedented uptick in fraud, particularly with federal pandemic response programs. Jonathan has continued to build out fraud efforts at MSHDA and today the Audit, Compliance, and Fraud Investigation is a growing Division of 15 full time staff and two student interns. The division is comprised of several former Federal Agents, as well as former State and Local Police officers and detectives.

Jonathan is a veteran of the United States Marine Corps Reserve, a graduate of American Military University with a Bachelor’s degree in Criminal Justice Administration, and attended Point Park University’s certificate program for Intelligence and National Security. He’s a father of two amazing daughters and has many hobbies including spending time at his off-grid cabin.
