Jennifer Bowman

Jennifer Bowman is the Director of Federal and Strategic Initiatives at the Michigan State Housing Development Authority (MSHDA), where she leads federal engagement, drives strategic policy initiatives, and oversees stakeholder partnerships that advance Michigan’s affordable housing goals.
Jennifer began her career with the Michigan State Legislature, where she spent over 16 years in progressively senior leadership roles in both the House and Senate. She joined MSHDA in 2012 as Director of Governmental and Media Affairs, bringing with her a deep understanding of the legislative process and a proven ability to influence public policy at both the state and federal levels.
Throughout her career, Jennifer has served under four Michigan governors and has cultivated strong relationships across public and private sectors to build bipartisan support for housing solutions. In her current role, she works closely with stakeholders to identify innovative opportunities that strengthen Michigan’s housing infrastructure and expand access to safe, affordable homes.
Jennifer lives in Grand Rapids, Michigan, with her husband, two adult children and their much-loved rescue dogs, Bailey and Cooper.
