Ryan Baumtrog

Ryan Baumtrog is the Assistant Commissioner for Policy and Community Development at Minnesota Housing. In this role, Ryan leads the development of agency policy positions and directs the policy and community development activities at the local, state and federal level. He and his team advance the state budget and policy agenda, work on federal legislative and regulatory matters and work to help agency programs meet the needs of people, communities and stakeholders across the state. Ryan joined Minnesota Housing in 2015 and helped secure a historic investment of $1.3 billion in state housing resources in 2023.

Previously, Ryan was the Financial Planning Director at Minnesota Management & Budget (MMB) where he worked on the Governor’s budget and economic forecasts. He also oversaw financial management issues such as cash flow, state budget reserves and long-term financial planning.

Ryan holds a Masters in public policy and administration from the La Follette School of Public Affairs, University of Wisconsin – Madison and a B.A. in political science from the University of Wisconsin – Madison.
