Steve Lathom

Stephen Lathom is a Senior Consultant for TDA. Consulting. He has over 20 years of experience in affordable housing and community development. At TDA, he provides a variety of services covering housing development, underwriting and financial structuring, program design, training product development, and delivery of both online and in-person training. He has delivered technical assistance for both state housing agencies and HUD under the HOME, CDBG, NSP, TCAP, LIHTC, and Section 1602 Tax Credit Exchange Programs. Lathomโs experience includes working for a small community development corporation, local government, and in various management positions at the Michigan State Housing Development Authority where he was a member of the Authorityโs Loan Asset Review Committees. He led the development of MSHDAโs approach to the Recovery Actโs multifamily stimulus programs (Tax Credit Exchange and TCAP) and regularly negotiated workouts for troubled projects. Well respected in the industry, he has been a speaker or trainer for NCSHA, the Affordable Housing Investorโs Council, Novogradac & Company, NCDA, and the Housing Assistance Council (HAC). He is a HOME Certified SpecialistโRegulations and one of the countryโs foremost experts on HOME, with several ongoing assignments from the Office of Affordable Housing Programs related to developing guidance to help PJs and CHDOs implement the HOME Final Rule.
