Mark Shelburne

Mark Shelburne is the Director of the Office of Housing Finance with the Georgia Department of Community Affairs. Prior to joining DCA, from 2015 to 2018, Mark was with Novogradac where he consulted with state agencies, local governments, financial institutions and developers on topics including allocation policy, supportive housing, IRS compliance, program innovation, and fair housing. Mark worked for the North Carolina Housing Finance Agency for 13 years, where he coordinated the qualified allocation plan, initiated award-winning programs, testified before Congress, and wrote a book on LIHTCs.
