Video FAQ on Emergency HOME TBRA Environmental Review and Sample CENST Environmental Review Form
On August 13, HUD's Office of Affordable Housing Programs published a video FAQ covering the Environmental Review requirements applicable to an emergency HOME Tenant-Based Rental Assistance (TBRA) program along with a sample Categorically Excluded Not Subject to Section 58.5 (CENST) Environmental Review Form that HOME participating jurisdictions (PJs) can use to document the environmental review for emergency TBRA. These resources are intended to apply to HOME-funded emergency TBRA programs implemented using the flexibilities identified in the April 10 CPD Memo: Suspensions and Waivers to Facilitate Use of HOME-Assisted TBRA for Emergency and Short-Term Assistance in Response to COVID-19 Pandemic.
NCSHA Joins Coalition in Letter to FHA Commissioner on FHA Single-Family Borrower Guidelines
This letter, signed by a 19-member coalition that included NCSHA, urgesย FHA Commissioner Dana Wade to revise the FHA single-family guidelines with those of other federal agencies to allow for the use of the actual monthly student loan payment amount in the DTI calculation or reduce FHAโs 1% requirement to 0.5%.
Proposed Rule on Making Admission or Placement Determinations Based on Sex in Facilities Under CPD Housing Programs
This proposed rule would modify the 2016 Equal Access Rule to allow single-sex or sex-specific facilities, such as shelters, to determine whether the sex of an individual seeking housing is consistent with the sex the facility is intended to serve.
Bipartisan House Sign-On Letter Supporting Housing Credit Provisions in Coronavirus Relief Legislation
This letter, signed by 103 members of the House of Representatives from both parties, urges House leadership to prioritize an increase in the Housing Credit volume cap, establishment of a minimum 4 percent rate for bond-financed Housing Credit developments, basis boosts for certain properties, and lowering the โ50 percent Testโ threshold for triggering Housing Credit equity in bond-financed properties.
