Treasury, HUD Celebrate American Rescue Plan Housing Program Achievements on Law’s First Anniversary
Today marks the one-year anniversary of the enactment of the American Rescue Plan Act, which authorized the second infusion of resources into the Emergency Rental Assistance program (initially authorized and funded under the Consolidated Appropriations Act of 2021) and established the Homeowner Assistance Fund, the Coronavirus State and Local Fiscal Recovery Fund, the HOME-ARP program for housing and services assistance to households experiencing and at risk of homelessness, and Emergency Housing Vouchers program. In celebration of the law’s anniversary, the Department of the Treasury and the Department of Housing and Urban Development released fact sheets on the impact the law has had.
Congress Close to Finalizing FY 2022 Spending Bill
This week, Congress took a crucial step toward finalizing Fiscal Year (FY) 2022 appropriations. Late last night, the House of Representatives passed an omnibus appropriations bill (H.R. 2471), consisting of all 12 FY 2022 appropriations bills, including the Transportation, Housing and Urban Development (THUD) appropriations bill and the Agriculture and Rural Development appropriations bill, which provide funding for the U.S. Department of Housing and Urban Development (HUD) and U.S. Department of Agriculture (USDA) rural housing programs.

Governor Hochul Announces Construction Underway On $39 Million Affordable and Supportive Housing Development as Part of $1.4 Billion Vital Brooklyn Initiative
Governor Hochul today announced the start of construction on a $39 million affordable and supportive housing development as part of the State's $1.4 billion Vital Brooklyn Initiative. Located in Bedford Stuyvesant, The Hart will include 57 sustainable and permanently affordable apartments with 38 supportive homes for chronically homeless seniors and families. In addition, The Hart will be home to a mental health outpatient program and a new primary care center to be operated by One Brooklyn Health.

California Housing Finance Agency Reporting Wins Fourth Consecutive Award for Excellence
The Government Finance Officers Association of the United States and Canada has once again awarded its highest forms of recognition to the California Housing Finance Agency (CalHFA). For the fourth consecutive year, CalHFA earned a Certificate of Achievement for Excellence in Financial Reporting for its 2019-2020 Comprehensive Annual Financial Report and Popular Annual Financial Report, which give detailed accountings of CalHFA's financial position for both financial professionals and the layperson.
CalHFA Board Member Appointments
The California Housing Finance Agency saw two key members of its Board of Directors, Eileen Gallagher and Frederick P. White, reappointed by Governor Gavin Newsom this week. They will serve alongside James Cervantes, who was appointed to the CalHFA Board of Directors earlier last month.
TDHCA Launches Texas Homeowner Assistance Fund
The Texas Department of Housing and Community Affairs (TDHCA) announced today the Texas Homeowner Assistance Fund (TXHAF) is now available for qualified homeowners who need help with past due mortgage payments and related expenses due to financial hardships associated with the COVID-19 pandemic. Eligible households could receive up to $40,000 for past due mortgage payment assistance, and up to $25,000 to pay past due property taxes, property insurance, and delinquent homeowner association (HOA) and/or condo association fees.
Housing Agency Awarded Grant to Support Counseling Programs
North Dakota Housing Finance Agency (NDHFA) has been awarded a $72,840 housing counseling grant by the U.S. Department of Housing and Urban Development (HUD). The agency will split the grant between two affiliate organizations – Community Action Opportunities of Minot and Southeastern North Dakota Community Action Agency of Fargo.
