NCSHA Statement on the Appointment of Altoro as USDA Rural Housing Service Administrator

WASHINGTON, DC — The National Council of State Housing Agencies congratulates Joaquín Altoro on his appointment as administrator of the Rural Housing Service within the U.S. Department of Agriculture’s Rural Development Agency. For the past two years, Altoro has served as the CEO and Executive Director of the Wisconsin Housing and Economic Development Authority (WHEDA) as well as on the NCSHA Board of Directors, most recently as Secretary/Treasurer.

Throughout his career, Altoro has been dedicated to creating financing opportunities that spark economic development, encourage diversity among participants, and address the unique needs of rural communities. During his tenure at WHEDA, Altoro positioned the agency to leverage affordable housing to grow the economic prosperity of historically marginalized communities.

“The nation’s rural communities will benefit greatly from Joaquín’s expertise in housing and economic development and his commitment to racial equity,” said NCSHA Executive Director Stockton Williams. “As major partners of USDA’s affordable housing initiatives, we look forward to working with him in his new role.”
