Rand Appointed to California Housing Finance Agency Board of Directors

Attorney brings extensive experience with land use laws and government regulations

SACRAMENTO — Attorney Dave Rand is the newest member of the California Housing Finance Agency’s Board of Directors following an appointment by Governor Gavin Newsom last week.

Since 2022, Rand has been a founding partner of Rand, Paster and Nelson LLP, where he specializes in navigating land use laws and governmental regulatory matters to help preserve and create mixed-use and multifamily housing developments.

“Mr. Rand’s knowledge of the state and local regulatory environment will be a true asset to the Board, particularly as CalHFA continues to increase collaboration with state and local partners to produce more housing,” said CalHFA Executive Director Tony Sertich.

Rand was previously appointed by Governor Newsom to the California Housing Partnership Corporation Board of Directors in 2019 and reappointed in 2024. He has also served on the Housing Element Task Forces for Los Angeles and Santa Monica.

“I am honored by this appointment to the CalHFA Board of Directors, and I look forward to sharing the expertise I have gained over the years in hopes that I can help the state continue to create housing opportunities that are so urgently needed for Californians,” said Rand.
