HUD Announces February 26 PBCA Industry Day in DC and Satellite Locations
On February 11, HUD announced that it will hold an “Industry Day” on its Performance-Based Contract Administration (PBCA) program contracting process on Friday, February 26, from 9:30 a.m. to 4:00 p.m. Eastern Time in Washington, DC, with satellite locations in San Francisco, Fort Worth, Chicago, Atlanta, and New York. Interested parties must register by 12:00 p.m. Eastern Time on Friday, February 19.
In the announcement, HUD explains that it must obtain PBCA services now, “through the use of competitive contracts processes that are fully compliant with the Competition in Contracting Act (CICA) and the Federal Acquisition Regulations (FAR).” It says HUD, “will reexamine its current approach to monitoring Section 8 rental assistance contracts in order to successfully procure these services under the FAR.” The announcement does not discuss applicant eligibility or selection criteria.
The announcement states that the intent of the Industry Day is to “solicit best practices and ideas from all stakeholders. The concepts and ideas emerging from this forum may be used by HUD as part of the overall plan for implementation of the new process.” HUD notes that, “this Industry Day is being conducted to obtain best practice information and is not a pre-proposal conference for the planned procurement. HUD will not address any procurement specifics or provide detailed information about the scope of the planned procurement at this time.”
The Industry Day will consist of an information session on the history and future of the project-based rental assistance program from 9:30 a.m. to 1:00 p.m., followed by voluntary 15-minute one-on-one sessions with interested firms from 1:00 p.m. to 4:00 p.m. to provide attendees with the opportunity to briefly discuss any best practices they feel would be beneficial to HUD for this project. HUD says that these sessions, “will be a verbal exchange only; no slides or presentation materials are permitted. HUD staff will not be providing additional information or answering questions during these events.”
In addition, HUD’s announcement says:
“Due to staffing constraints, the one-on-one events are available for HUD headquarters attendees only. Please note that there are a limited number of time slots available for one-on-one events. These events will be reserved on a first-come, first-served basis, so interested parties should register early to ensure a time slot. Once the times have all been reserved, the FBO notice will be revised to indicate that no other times are available. Attendees who do not participate in the one-on-one events are able to submit the information in writing to the Contracting Officer, Shelli Waltz, at Shelli.J.Waltz@hud.gov no later than March 4, 2016. This written information must not exceed five (5) pages.”
“There is no registration fee and all stakeholders are eligible to attend this event. To register, HUD directs interested parties to send the following information to firstname.lastname@example.org no later than 12:00 p.m. EST on Friday, February 19, 2016:

5. Are you requesting a one-on-one time slot?”
The announcement also states that it, “does not constitute a Request for Proposals (RFP) and is not a commitment by the Government to enter into any acquisition for any products or services. While the Government may issue a solicitation for the project at a future date, it has not committed itself to doing so. As a result, no procurement specifics regarding a potential solicitation will be available during this Industry Day.”
