NCSHA Joins Coalition Letter Supporting the Rural Housing Service Reform Act

In this letter, sent on April 14, 2026, NCSHA joined a group of 205 national, state, and local organizations urging congressional leadership to include the Rural Housing Service (RHS) Reform Act (S. 1260/H.R. 4957) in any final housing supply and affordability package. The signatories emphasize rural communities face acute housing challenges, including limited supply growth, aging housing stock, and high rates of cost-burdened households. The letter highlights the RHS Reform Act as a bipartisan, consensus-driven proposal to modernize USDA rural housing programs, strengthen preservation of the Section 515 multifamily portfolio, and expand tools for public-private partnerships, including the decoupling of rental assistance from maturing mortgages. The signatories argue that enacting the full RHS Reform Act would provide critical resources and flexibility to address rural housing needs and ensure rural communities are fully included in national housing policy solutions.
