St. Bernard Circle Apartments Opens Its Doors with Grand Opening by LHC and Partners

New Orleans, LA — The Louisiana Housing Corporation (LHC) celebrates the grand opening of the St. Bernard Circle Apartments, a new mixed-use, mixed-income residential community consisting of 51 affordable units.
The St. Bernard Circle Apartments is located in the 7th Ward of New Orleans. HRI Communities and New Orleans Restoration Properties, LLC built the development on a vacant lot and turned it into a sustainable place to live for those at or below 60% of the area median income (AMI).
Amenities include a fitness center, a community room, and a community park. All units will have Energy Star appliances. Developers built the St. Bernard Circle Apartments to an Enterprise Green Communities certification and a FORTIFIED Gold Standard. Under these certifications, the construction of the complex has resiliency features to withstand powerful storms.
LHC awarded $15M through the Low Income Housing Tax Credit Program (LIHTC). “We are making housing dreams come true for those who never thought it was possible,” said LHC Executive Director Kevin Delahoussaye. “We are excited to repurpose this area into a tangible necessity that will serve the community and enforce our mission of providing safe, affordable, and energy-efficient housing for Louisiana residents.”
The St. Bernard Circle Apartments also features locally owned businesses on the first floor of the complex. These businesses will showcase the historic culture of New Orleans through art and entertainment.
“We are thrilled to officially open the St. Bernard Circle Apartments and welcome our first residents,” said HRI Communities President Josh Collen. “This project represents not just high-quality mixed-income housing that furthers our dedication to the HUD Choice Neighborhoods Initiative but is also a significant step toward revitalizing the St. Bernard Avenue corridor. We are committed to creating a community that prioritizes resilience and sustainability and celebrates the unique culture of the 7th Ward.”
Developers of this new construction project are HRI Communities and New Orleans Restoration Properties, LLC. The architecture was done by HCI Architecture, Inc. The builder and contractor is Landis Construction Company, LLC. The management company over St. Bernard Circle Apartments is HRI Management, LLC.

ABOUT LHC
The purpose of the LHC is to substantially increase the availability of affordable, accessible, and safe residential housing in Louisiana. The LHC was created in 2011 when the Louisiana Legislature merged the Louisiana Housing Finance Agency with housing programs from other state agencies to streamline how the state would address its housing needs, avoid duplication of efforts, and improve service to the general public.
