NCSHA’s advocacy on Capitol Hill focuses largely on bipartisan legislation to expand and strengthen the affordable housing programs HFAs rely on to advance their missions or establish new tools to address currently unmet housing needs. At the center of this work are these NCSHA-endorsed bills.

  • Affordable Housing Credit Improvement Act (AHCIA; S. 1515 / H.R. 2725): Sponsored by Senators Todd Young (R-IN), Maria Cantwell (D-WA), Marsha Blackwell (R-TN), and Ron Wyden (D-OR) and Representatives Darin LaHood (R-IL), Suzan DelBene (D-WA), Claudia Tenney (R-NY), Don Beyer (D-VA), and Jimmy Panetta (D-CA), the AHCIA would increase the supply of affordable rental housing financed with the Low-Income Housing Tax Credit (Housing Credit) and increase program efficiency by streamlining outdated requirements and removing barriers to production.

  • Legislation to Expand Homeownership Opportunities with Mortgage Revenue Bonds: Congressional housing leaders are spearheading two pieces of legislation to enhance and strengthen the successful Mortgage Revenue Bond (MRB) program to help more first-time home buyers achieve the American Dream. The First-Time Homebuyer Affordability Act (H.R. 10075), sponsored by Representatives Darin LaHood (R-IL), Jimmy Panetta (D-CA), Blake Moore (R-UT), and Thomas Suozzi (D-NY), would make homeownership possible for more low- and moderate-income first-time home buyers by exempting MRBs from the private activity bond cap. Affordable Housing Bond Enhancement Act (AHBEA; S. 1511 / H.R. 7414), sponsored by Senators Catherine Cortez Masto (D-NV) and Bill Cassidy (R-LA) and Representatives Rudy Yakym (R-IN) and Gwen Moore (D-WI), would expand housing supply by allowing states to more efficiently utilize private activity bond authority for affordable housing and modernize the MRB and Mortgage Credit Certificate programs so HFAs could better help lower-income first-time buyers purchase homes and existing homeowners make critical repairs.Divider
  • Neighborhood Homes Investment Act (NHIA; S. 1686 / H.R. 2854): Sponsored by Senators Todd Young (R-IL) and Mark Warner (D-VA) and Representatives Mike Kelly (R-PA) and John Larson (D-CT), the NHIA would establish a new tax credit modeled on the Housing Credit to build and rehabilitate for-sale affordable housing in distressed areas.

  • HOME Investment Partnerships (HOME) Program Reauthorization Bills: The 21st Century ROAD to Housing Act — the most important affordable housing authorizing legislation in decades — was enacted into law in July 2026. That comprehensive legislation included two of NCSHA’s top priority bills which strengthen and modernize the HOME Investment Partnerships program: the HOME Reform Act of 2025 (H.R. 5798) sponsored by Representatives Mike Flood (R-NE) and Emanuel Cleaver (D-MO) and the HOME Investment Partnerships Program Reauthorization and Improvement Act (S. 948 / H.R. 2031) sponsored by Senator Catherine Cortez Masto (D-NV) and Representative Joyce Beatty (D-OH).
