Cathy Glover

Cathy Glover has over 35 years of affordable housing finance experience. As Deputy Administrator, she provides nationwide leadership for USDA Single Family Housing Loan and Grant Programs. Cathy started her federal career in rural Illinois before moving to USDA Washington, DC headquarters office in 2004. She has served in varies rolls at headquarters, including, Assistant Deputy Administrator (2015-2020), and Executive Director, Single Family Guaranteed Loan Program (February – July 2020). Cathy was appointed Deputy Administrator in July 2020 and recently received the 2023 Presidential Rank Award for Distinguished Executive Leadership.

Cathy is Mississippi native and received a Bachelor of Science Degree in Agricultural Economics from Alcorn State University in 1988. She also completed the Office of Personnel Management – Federal Executive Institute – “Leadership for a Democratic Society” program in 2015 and American University – Senior Executive Leadership Development Program in 2021.
