S. Kyleen Welling

S. Kyleen Welling joined the Indiana Housing and Community Development Authority (IHCDA) in December of 2015 as Chief of Staff and Chief Operating Officer. In that role she oversees Human Resources, IT, and Operations as well as the agency’s self-sufficiency and homelessness grant programs. She also serves as the IHCDA’s Continuous Improvement and lean process leader.

Prior to joining IHCDA, Kyleen served as General Counsel and Chief Operating Officer to two of Indiana’s Lieutenant Governors from 2005-2015.

Kyleen graduated from Michigan State University and the Indiana University McKinney School of Law. She resides in Indianapolis, Indiana with her husband and two young children.
