Paul Kimball

Paul Kimball started his working career in 1981 in the construction trades, in residential and multifamily construction. In 1986 he started working in the property management field, focusing on affordable rental housing, subject to federal program regulations ā€“ HUD, Rural Development, and Low Income Housing Tax Credit.

He joined the North Carolina Housing Finance Agency in 1997 as an Asset Manager; in 1998 he became a Team Leader for Asset Management, responsible for the agencyā€™s tax credit and rental production portfolios. He was promoted to Manager of Rental Assets in January 2001, and became responsible for the Agency project-based Section-8 rental portfolio as well. He joined the Agency Policy team as Manager in 2006 and coordinated Agency strategic planning. The responsibilities for managing the Asset Management team and Policy team were consolidated under Paul in 2009. He was tasked in 2016 to create a Community Living team to support the DHHS Transitions to Community Living Initiative to primarily provide technical assistance to DHHS and the LME/MCOā€™s regarding subsidy administration related to the Transitions to Community Living Voucher (TCLV). Paul was promoted to his current position in 2018. He also oversees the Agency Supportive Housing Development team.

Significant accomplishments/contributions:

Participated in the development of NCHFAā€™s nationally recognized Targeting program and Key rental assistance
Lead the Agency team that collaborated with DHHS on behalf of the NC Office of Economic Recovery and Investment (OERI) to create the NC Homeless Prevention and Rapid Re-Housing program (HPRP) that was recognized by HUD as a national model for efficiency and effectiveness.
Served on the Board of Governors for the National Association of Home Builders, Housing Credit Certified Professional (HCCP)
