Joel Baxley serves as the Administrator of USDA Rural Development’s Rural Housing Service. He brought to USDA Rural Development 24 years of real estate finance and development experience, including 13 years providing valuations of complex property types.
Prior to USDA, Mr. Baxley served as the Consulting Services Director and the senior real estate technical consultant with RSM US LLPā€™s Financial Advisory Services consulting practice. Prior to this, Joel Baxley was managing partner of Baxley Property Advisors, LLC.

Baxley has wide-ranging experience in providing valuations of complex property types, as well as strategic investment analysis for commercial real estate as an asset class. Valuation assignments include private equity portfolios, multi-family residential (rural and urban / affordable housing and private sector), regional shopping centers, office buildings, medical office buildings, outpatient surgical centers, industrial facilities, mixed-use properties, and silviculture / agriculture operations. Major clientā€™s included REITs, private equity real estate funds, government agencies and family offices.

Joel Baxley holds a Masters of Business Administration from the University of Alabama at Birmingham and a Post-Graduate Diploma in Financial Strategy from the University of Oxford. In 2017, Baxley completed the University of Oxfordā€™s Real Estate Program in Global Property Investment and Real Estate Fund Competition.
