David C. Woll Jr.

David C. Woll Jr. currently serves as Principal Deputy Assistant Secretary (PDAS) of the Office of Community Planning and Development (CPD) within the U.S. Department of Housing and Urban Development (HUD). In that capacity, Mr. Woll oversees an annual budget of $8 billion in HUD federal funds for the Community Development Block Grant program, HOME Investment Partnerships, Emergency Solutions Grants, Technical Assistance and Capacity Building, and Special Needs Assistance Programs (SNAPS). These funds are used to address affordable housing initiatives, homelessness and community revitalization across America.

Also under Mr. Wollā€™s purview is the Community Development Block Grant Disaster Recovery program which funds the rebuilding of communities impacted by major disasters. Most recently, Congress has appropriated approximately $37 billion to help rebuild areas devastated by the 2017 and 2018 disasters impacting the Carolinas, Florida, Texas, Puerto Rico and the U.S. Virgin Islands.

Mr. Woll is a lawyer with 28 years of experience, over 15 of which have been in service to the federal government. Before being named PDAS for CPD, he was Deputy General Counsel for Enforcement and Fair Housing at HUD, where he created the task force on lead-based paint enforcement, which works to protect the health of children living in publicly assisted housing throughout the nation.

Prior to HUD, Mr. Woll led multiple teams responsible for financial compliance, enforcement and investigations. Following Superstorm Sandy, he served in New Jersey as a Senior Policy Advisor to the Governor and as the Director of the Attorney Generalā€™s Superstorm Sandy Compliance Unit, which safeguarded billions of dollars in federal funds for disaster recovery. Additionally, Mr. Woll served as a financial crimes prosecutor with U.S. Attorneyā€™s Offices in both Brooklyn and Washington, D.C. He also previously served as a Senior Counsel with the U.S. Securities and Exchange Commissionā€™s Division of Enforcement.

A Phi Beta Kappa member and magna cum laude graduate of the University of Maryland, Mr. Woll earned his Juris Doctor from the University of Virginia School of Law. He is married to Phoebe Woll, and they have three sons. Along with his two oldest sons, he is a state certified volunteer firefighter in Darien, Connecticut.
