Kathleen Bialas is the Assistant General Counsel for Community Development Division of the Office of General Counsel, U.S. Department of Housing and Urban Development in Washington, D.C. The Division is program counsel for the Office of Community Planning and Development and the Office of Native American Programs at HUD.
