Emily Francis joined the Wisconsin Housing and Economic Development Authority (WHEDA) in 2018 as a Commercial Credit Underwriter. Prior to joining WHEDA, she worked in affordable housing development at a national real estate firm managing projects from inception through completion in several different states. Ms. Francis started her career as a community organizer around housing policy issues in Chicago. Ms. Francis has a B.S. in Sociology and Spanish from Beloit College and a Master of Urban Planning and Policy from the University of Illinois at Chicago. She serves on the Board of Directors of the New Harvest Foundation.
