IRS Revenue Procedure 2023-34: 2024 Housing Credit and Housing Bond Volume Caps

The Internal Revenue Serviceā€™s Revenue Procedure 2023-34 provides the 2024 per-capita and small-state minimum levels for the Low Income Housing Tax Credit and Private Activity Bonds. In 2023, states will receive the greater of $2.90 per capita or $3,360,000 in Housing Credit authority and the greater of $12 per capita or $378,230,000 in PAB volume cap.

NCSHA Recommended Practices in Housing Credit Administration

To strengthen Housing Credit administration and continue to merit and maintain congressional confidence in it, states have developed through NCSHA recommended practices in Housing Credit administration. These practicesā€”created by states for statesā€”not only help states meet their responsibilities but also preserve, to the maximum practical extent, the individual state flexibility that is at the heart of the Housing Credit program and its great success.

State HFA Factbook

Each year, NCSHA conducts a comprehensive survey of HFA program activity and compiles it in the State HFA Factbook. This information supports NCSHA's advocacy within Congress, the Administration, and the numerous federal agencies concerned with housing by providing hard evidence of HFA program results and successes. The Factbook also helps HFAs to compare their programs and operations to those of other HFAs and to learn from one another.
