The National Council of State Housing Agencies (NCSHA) was created in 1974, 10 years after the first state Housing Finance Agency (HFA) began issuing housing bonds to finance homes for first-time homebuyers. What began as a small group of executive directors meeting annually has grown into a powerful national association and advocate for HFAs and affordable housing in Washington.

NCSHA represents its members in Washington before Congress, the Administration, and the several federal agencies concerned with housing, including the Department of Housing and Urban Development, the Department of Agriculture, and the Treasury, and with other advocates for affordable housing.

Who else belongs?
NCSHA's members are the HFAs of virtually every state, the District of Columbia, New York City, Puerto Rico, and the U.S. Virgin Islands; the agencies that allocate the Low Income Housing Tax Credit (Housing Credit) in the states where an HFA does not; and more than 300 affiliate members in the affordable housing field.
From major investment firms and purveyors of new technology to developers and small nonprofits that fill uniquely local needs, NCSHA's affiliate roster reads like a who's who of the affordable housing industry. The aggregation of skills, experience, and excellence represented by NCSHA's affiliates is a key driver in the success of NCSHA's conferences and networking events.
