Community Code of Conduct
NCSHA created its Online Community to be a safe and productive environment for HFA and Associate members. To ensure this, NCSHA asks each participant to agree to the following conditions for participation:
- I will behave responsibly and respectfully towards all members of this community, respecting their values and viewpoints as well as their rights and feelings.
- I will work with other community members to ensure that the community remains welcoming to new participants and ideas and embraces diversity.
- Acknowledging that differences of opinion and conflict undoubtedly will occur, I agree to resolve conflict constructively.
- I understand that every member of this community is entering into this same agreement and that we all have a stake in seeing that it is observed and enforced.
- I acknowledge that, if NCSHA concludes I have repeatedly and/or willfully violated this agreement, my rights to participate in this community can be suspended or terminated.
- I will create content that is relevant to the business of NCSHA or the work of HFAs and affordable housing.
- I will refrain from promoting personal products or services in this community.
- I will not post commercial offers or promotions in this community.
- I will not post private or sensitive information on the platform.
- I will not post any defamatory, abusive, profane, threatening, offensive, or illegal materials.
- By posting material on this site, I warrant and represent that I own the copyright for the material or have received permission from the copyright owner. In addition, I grant NCSHA and community members the non-exclusive right and license to display, copy, publish, distribute, transmit, print, and use such information or other material.
To ensure the integrity of its Online Community, NCSHA will:
- Pre-approve all Groups created in the platform.
- Remove any content or individual who is in violation of community rules, at its discretion at any time.
- Remove from the community any individual who is spamming the HFA Online Community.
This Community is provided as a service of the National Council of State Housing Finance Agencies (NCSHA). NCSHA accepts no responsibility for the opinions and information posted by others. In no event shall NCSHA be liable for any special, indirect, or consequential damages or any damages whatsoever resulting from loss of use, data, or profits arising out of or in connection with the use or performance of any information posted in this community.
Information should not be posted if it encourages or facilitates members to arrive at any agreement that either expressly or through implication leads to price fixing, a boycott of another’s business, or other conduct intended to illegally restrict free trade. Messages that encourage or facilitate an agreement about the following subjects are inappropriate: prices, discounts, or terms or conditions of sale; salaries; profits, profit margins, or cost data; market share, sales territories, or markets; allocation of customers or territories; or selection, rejection, or termination of customers or suppliers.
In the event that any inappropriate posting comes to NCSHA’s attention, NCSHA will take all appropriate action.
NCSHA reserves the right to terminate access to any user who does not abide by these guidelines.
+ Policy for Community Member Violations
The NCSHA Online Community rules and etiquette should not be seen as all-inclusive but rather to give our members a general idea of the guidelines one should follow when participating in the online community. In order to preserve a climate that encourages both civil and fruitful dialogue, NCSHA reserves the right to suspend, remove content, or terminate participation on all lists for members who violate these rules.
Taking action against one of our members, particularly in regard to removing an account, is something we would like to avoid. This restriction is not intended to limit in any way the professional networking and educational advantages of the NCSHA Online Community.
When unsure whether content is consistent with these policies, please err on the side of caution and do not post the content in the community. If there are any questions on what content is appropriate to post, please contact the community manager.
The community rules and etiquette may be revised from time to time. It is the member’s responsibility to stay abreast of any changes.
+ Possible Disciplinary Actions for Violations of the Terms of Agreement/Rules/Etiquette
- An email, private message, or phone call is placed to the member to explain the violation that occurred.
- An email/private message warning is communicated to the member who violated the guidelines. The member’s NCSHA Online Community account may be moderated. Member may be placed in moderation for three months, during which time messages from their account are reviewed by the community manager before they are posted online. Member may be subject to removal from Groups. The member’s Executive Director may be informed of the violation.
- A formal written letter is sent to the member who violated the guidelines. The member may be removed from participation in some or all Groups.
- NCSHA reserves the right to edit or delete a post. However, NCSHA generally will not edit or delete posts for members unless there has been a severe violation of the Rules and Etiquette.
- To clarify or edit a message posted, we recommend the original poster reply to the existing message. At NCSHA’s discretion, older messages that may cause confusion or contain outdated information may be archived or deleted.
+ Appeals Process
A member may not appeal moderation. A member may appeal their removal from the NCSHA Online Community by contacting the community manager in writing; final decisions will be reviewed and decided upon by NCSHA management, which may consult with the HFA’s Executive Director.
Appeals should include:
- First name
- Last name
- Email address
- Phone number
- Full disclosure of any previous violations
- Why you feel the community removal should be overturned; include any relevant or supporting evidence

Member Organization Clause
In addition to any restrictions issued by NCSHA, staff of member organizations are bound to the terms of their organization’s internal policies and subject to that organization’s rules of conduct.
