Job Summary
This position is located in the Portfolio and Asset Management Division (PAMD) in the Department of Housing and Community Development. The Portfolio and Asset Management Division is responsible for monitoring and maintaining the Department’s assets and investments, overseeing the portfolio of, and administering compliance efforts for, all Federal, District, and loan regulations.

Duties and Responsibilities
Incumbent supervises, directs, and evaluates work with and through assigned team members in accomplishing the Division’s goals and objectives. Reviews the work of assigned staff to ensure compliance with Administrative Instructions, applicable laws, rules, and regulations governing various funding sources. Supervises professional staff in the expeditious accomplishment of work and adherence to departmental policies and procedures.  Prepares work-flow schedules and makes assignments in accordance with instructions and priorities of the Division Manager.

The incumbent plans the work to be accomplished by his/her team, sets and adjusts short-term priorities consistent with the Division, and prepares schedules for completion of work. Incumbent provides and/or troubleshoots on all issues to identify barriers, follows-up with assigned staff, and works to develop appropriate solutions and develops recommendations to change process to resolve future issues. Provides information and devises the Asset Manager on complex transactions. Is required to participates in discussions, the formulation of recommendations, and development of strategies on matters of asset management, portfolio monitoring, and compliance with program requirements. Incumbent develops and presents reports as required.  Manages the efforts to identify process control points and makes recommendations to improve process outcomes. In addition, makes recommendations to the Division Manager relative to the policies and operational procedures of the Division and assists in implementing recommendations and strategic objectives. Establishes and maintains a high-quality review and evaluation process within the Division which will ensure and provide accurate and timely processing of packages or related documentation that is under review.
