Manager of Tax Credit Allocations
The New Jersey Housing and Mortgage Finance Agency (NJHMFA) is dedicated to increasing the availability of and accessibility to safe, decent and affordable housing to families in New Jersey. In some cases, this may mean working with traditional affordable housing developments, serving New Jersey’s most needy families.
THE EXECUTIVE DIRECTOR OF THE NEW JERSEY HOUSING AND MORTGAGE FINANCE AGENCY INVITES APPLICATIONS FROM QUALIFIED CANDIDATES FOR THE FOLLOWING:
Under general supervision of the Division Director, manage staff and assist in marketing the tax credit program; perform all duties related to allocation aspects of the federal Low Income Housing Tax Credit program (LIHTC), including but not limited to reviewing and evaluating LIHTC applications, making recommendations regarding the allocation of LIHTCs; preparing written material and providing information to housing sponsors and other professionals in office and conference settings. Assist in administration of the Agency Consolidated Information System (ACIS) including user access, required data input, tracking, reporting and coordination with the Information Technology division for troubleshooting access issues. Perform related duties as required
Four (4) year college degree in Business Administration, Political Science or related field; five (5) years of experience in housing finance; three (3) years of supervisory experience; or an equivalent combination of education and experience that meets the required knowledge, skills and abilities.
Knowledge of Federal, State and local housing programs including but not limited to the following programs: LIHTCs, historic tax credits, Farmer’s Home Administration, Section 8, Community Development Block Grant Program, HOME, Rental Rehabilitation and Balanced Housing; Knowledge of computer programs; Knowledge of HMFA statutes, regulations and underwriting criteria; Knowledge of LIHTC applications software; Ability to conduct training sessions on the method of tax allocation; Ability to work independently and accomplish multiple assignments simultaneously within strict time frames; Ability to communicate effectively orally, in writing and listening; Ability to organize assignments and supervise the work performance of others; Ability to maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication with customers, clients, peers and management.
