The Iowa Finance Authority (IFA) is searching for an outstanding, motivated professional to join our team as our Federal and State Programs Director.

The Federal and State Programs Director provides leadership and direction for the federal and state housing programs of the agency. This position is responsible for the development and execution of assigned programs and serves as a member of the Iowa Economic Development Authority/Iowa Finance Authority leadership team.

General Duties (summary):

  • Program Development and Execution:
    • Oversees the development and management of the federal and state programs assigned
    • Oversees the coordination and execution in accordance with published regulations, guidelines and procedures, as well as state laws and rules.
    • Implements team decisions and guidance, applicable regulations, and policy in the development, planning and management of projects and processes.
    • Evaluates the programs’ effectiveness on an ongoing basis. Develops/implements improvements, new procedures, conditions or work methods.
    • Establishes goals and directs the day-to-day activities of subordinate staff, including distribution and balancing of workload, tracking progress and status, estimating and reporting on work completion, instructing the staff in specific tasks and job techniques, responding to and assisting with technical issues and problems, reporting on work performance and training needs.
    • Develops coordination procedures between assigned programs and other organization programs
  • Coordination and communication with external stakeholders:
    • Serves as the primary point of contact for projects, congressional interests, and other external organizations and higher authorities as it relates federal and state housing programs
    • Formulates and issues verbal or written instructions and procedures and provides special instructions for non-routine or complex issues.
    • Clarifies/interprets published guidelines and explains regulatory requirements.
    • Compilation and/or oversight of all monthly, quarterly, and annual reports due.
    • Coordinates with communication staff and legislative liaisons to address marketing materials and information for legislators.
  • Personnel:
    • Supervises program staff assigned
    • Recommends hiring, termination, promotion and disciplinary action
    • Maintain current performance evaluations for assigned staff

The Federal and State Programs Director position is a non-merit position that is classified by the State of Iowa as a Public Service Manager 1.

Minimum Qualifications:
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1. Graduation from an accredited four-year college or university and experience equal to four
    years of full-time work in program administration, development, management, or operations.
  2. Eight years of full-time work experience in program administration, development, management, or operations.
  3. All of the following (a and b):
    1. Four years of full-time work experience work in program administration, development, management, or operations; and
    2. A combination of a total of four years of education and full-time experience (as
      described in part a), where thirty semester hours of accredited college or university
      course work in any field equals one year of full-time experience. Graduation from the
      Iowa Certified Public Manager Program is also equivalent to one year of full-time
      experience or education.
  4. All of the following (a, b, and c):
    1. Two years of full-time work experience work in program administration, development,
      management, or operations; and
    2. A combination of a total of four years of education and full-time experience (as
      described in part a), where thirty semester hours of accredited college or university
      course work equals one year of full-time experience; and
    3. A combination of a total of two years of graduate-level education and full-time
      experience (as described in part a), where twenty-four semester hours of accredited
      graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals
      one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  5. Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
