For the Jack Kemp Excellence in Affordable and Workforce Housing Awards, eligible developments must be owned/developed by a private for-profit or not-for-profit business entity, located in the United States, targeted in whole or in part to households with incomes of 120 percent or less of the area median income; and substantially complete by time of application.

In addition, eligible programs and policies are those that serve households at or below 120 percent of area median income. Individual projects or developments will not be accepted.
Awards will be selected on the basis of innovation, replicability, and effectiveness.
