California Housing Finance Agency


Theresa (Terri) Parker, executive director of the California Housing Finance Agency (CalHFA), has a long and distinguished career in the public sector and a wealth of experience in state government. She assumed her gubernatorial appointment at CalHFA in June of 1997. Just prior to this appointment, she served as chief deputy director for policy at the Department of Finance, as well as a key advisor on many issues ranging from local government and construction finance to health care and the welfare system. As chief deputy, Terri worked with the director of finance in preparing and managing the annual state budget. She also represented the governor and the director of finance on more than 60 authorities, boards and commissions that deal with virtually every aspect of state finance.

Terri serves as Secretary on the National Council of State Housing Agencies Board of Directors and is also a member of the board of directors of the California Housing Consortium. She served a two-year term (2001-2002) on the Fannie Mae Housing Impact Advisory Council and currently serves on the Housing Leadership Council for Fannie Mae’s Central Valley Partnership Office.

Terri was recognized as a 2002 Affordable Housing Leader by LINC Housing and 2003 Distinguished Public Official by the Non-Profit Housing Association of Northern California. Other awards include 1993 Special Administrator Award from the California Coalition of Independent Living Centers; a Commission as a Kentucky Colonel by the Commonwealth of Kentucky; andresolutions from the California Legislature, the California State Treasurer, the State Teachers Retirement Board, the California Economic Development Financing Authority, the California Infrastructure and Economic Bank, and the California Tahoe Conservancy.
