UPDATE: On July 22, the Senate Appropriations Committee passed the Transportation-HUD Subcommittee bill.  Consideration of the FY 2011 T-HUD appropriations bill has not been scheduled for the Senate floor.

On July 21, the Senate Appropriations Transportation-HUD Subcommittee marked up and passed its FY 2011 HUD appropriations bill.  According to the Subcommittee’s summary, the Subcommittee-passed bill provides $1.825 billion for the HOME program—the same amount enacted in FY 2010 and $175 million more than the President’s request. NCSHA opposed the Administration’s proposed HOME funding cut.

The bill also provides $17.2 billion for Section 8 tenant-based rental assistance renewals—$886 million more than enacted in FY 2010 and $85 million below the President’s request.  It provides $9.4 billion for the Section 8 project-based rental assistance program—$831 million more than enacted in FY 2010 and the same as the President’s request.  

The Subcommittee bill provides $4 billion for the Community Development Block Grant (CDBG) program—$500 million less than in FY 2010 and $400 million below the President’s request. 
 
The Subcommittee bill provides $2.1 billion for homeless assistance grants, $200 million more than FY 2010 and the same amount as the President’s request.
 
The Subcommittee bill provides $225 million for housing counseling, including $100 million for HUD’s housing counseling activities and $125 million for NeighborWorks’ National Foreclosure Mitigation Counseling program.

To support sustainable community development, the bill provides $200 million for planning capacity grants, $150 million for the Administration’s Sustainable Communities Initiative, $250 million for HUD’s Choice Neighborhoods Initiative, and $100 million for Transit Energy Efficiency Grants.
