NCSHA has joined the Housing Assistance Council and several other organizations in a joint letter supporting Fiscal Year (FY) 2011 funding for the Department of Agriculture's Multifamily Preservation and Revitalization program (MPR) and the Preservation Revolving Loan Fund (PRLF), which were both created in the FY 2006 Agriculture appropriations bill and have been funded for the past five years. The Administration's proposed FY 2011 Budget does not request FY 2011 funding for MPR or PRLF.
The letter, sent to the Chairs and Ranking Members of the House and Senate Appropriations Committees as well as the Chairs and Ranking Members of the House and Senate Appropriations Subcommittees on Agriculture, urges Congress to include funding for these programs in the FY 2011 appropriations bills. The two programs totaled $27 million in FY 2010 and are essential to the preservation of the USDA's rural rental housing units, which serve a largely low-income elderly and disabled population.
The House Agriculture Appropriations Subcommittee plans to mark up its FY 2011 funding bill at 1:00 p.m. on Wednesday, June 30. Please contact any Subcommittee members from your state and ask them to support MPR, PRLF, and at least the Administration’s requested funding level for the Section 502 homeownership, Section 515 rural rental housing, and Section 538 rural rental housing loan guarantee programs during its markup on Wednesday.
