On August 26, NCSHA submitted comments in response to a set of conceptual proposals released by the Administration as part of its Rental Policy Working Group’s alignment initiative. NCSHA’s comments stress that, while alignment has benefits, it is important to maintain HFAs’ flexibility to administer federal programs in the way that best meets their states’ needs and priorities and to avoid creating new federal requirements or mandates.

The Administration’s alignment initiative, involving the White House Domestic Policy Council, USDA, HUD, and Treasury, is designed to reduce duplicative regulations by better aligning federally funded affordable rental housing programs in the areas of physical inspections, subsidy layering reviews, income certification, financial reporting, energy efficiency requirements, appraisals, market studies, capital needs assessments, data sharing on owner defaults, and fair housing compliance enforcement.
