On July 1, the House Appropriations Transportation-HUD Subcommittee marked up and passed its FY 2011 T-HUD appropriations bill. According to the summary chart provided at the markup, the Subcommittee-passed bill provides $1.8 billion for the HOME program—the same amount enacted in FY 2010 and $175 million more than the President’s request.

The bill also provides $17.2 billion for Section 8 tenant-based rental assistance renewals—$886 million more than enacted in FY 2010 and $85 million below the President’s request. It provides $9.4 billion for the Section 8 project-based rental assistance program—$831 million more than enacted in FY 2010 and the same as the President request. The bill does not provide any funding for the Administration’s proposed Transforming Rental Assistance (TRA) program.

The Subcommittee bill provides $4.4 billion for the Community Development Block Grant (CDBG) program—$98 million less than in FY 2010 and $28 million below the President’s request.

The Subcommittee ignored the President’s request to eliminate the HOPE VI public housing revitalization program and replace it with the Choice Neighborhoods Initiative, funding HOPE VI at $200 million, $65 million more than in FY 2010. The bill does not include funding for the Choice Neighborhoods Initiative.

Under the Subcommittee-passed bill, HUD would receive $49.5 billion—$2.6 billion more than enacted in FY 2010 and $1 billion more than the President’s request.

On June 30, the House Appropriations Agriculture and Rural Development Subcommittee marked up its FY 2011 appropriations bill. The Subcommittee provided $1.3 billion for rural housing service loans and grants—$102 million below the amount enacted in FY 2010 and $72 million above the President’s request.

A schedule of full Appropriations Committee markups in the House has not been announced. No mark up dates have been scheduled by the Senate Appropriations Subcommittees or full Committee.
