Developing housing for persons with special needs requires a working knowledge of numerous programs and funding streams.  NCSHA’s Annual Conference gives you the opportunity to explore ways of using existing and coming programs and resources to increase the special needs housing stock.

MONDAY, OCTOBER 4

Learn how HFAs across the country are providing housing for persons with special needs.
 
1:15 p.m. - 2:30 p.m.
Implementing the HEARTH Act
Analyze the McKinney-Vento Homeless Assistance program changes Congress made last year in the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009. Find out about the status of and outlook for HUD regulations implementing the changes. Discuss how the new Emergency Solutions Grant (ESG) program, the expanded definition of homelessness, and other HEARTH provisions will impact your agency.

Addressing Rural Homelessness
Delve deeper into the Rural Housing Stability Assistance Program created by the HEARTH Act. Share solutions to problems unique to addressing homelessness in rural areas, including educating local communities, dealing with a lack of available services, and assisting
a dispersed population.
 
4:30 p.m. – 5:30 p.m.
Beyond HUD: Finding Permanent Supportive Housing Resources
As federal agencies work to eliminate silos and create interagency collaborations, learn about resources for permanent supportive housing that exist outside of HUD. In the continuing tight budget environment, get ideas for finding additional funding for housing and services. Look at resources and programs available at Health and Human Services, Justice, and Veterans Affairs.

Housing Trust Fund Outlook
With federal funding and regulations forthcoming, review Trust requirements, and prepare for implementation. Exchange ideas for combining this new funding source with existing program resources.
 
Expanding Supportive Housing Through Leveraging
Share how your agency has created supportive housing by leveraging funding. Study creative ways to expand financing for supportive housing with HOME, Housing Credit, and other programs.
