  • House-Passed HUD Funding Bill Provides $1.8B for HOME, $17.1B for Voucher Renewals, and $9.1B for Section 8 Renewals

    On July 29, the House approved the FY 2011 HUD funding bill, H.R. 5850, by a vote of 251 to 167. The bill provides $49 billion for HUD programs, $2.6 billion more than the FY 2010 enacted level and $1 billion more than the President’s Budget. A number of amendments seeking to cut overall spending in the bill were defeated.
  • House Passes Final Version of Supplemental Including NCSHA-Supported Extension of Rural Home Loan Guarantee Program

    On July 27, the House passed, without amendment, the Senate-passed FY 2010 Supplemental Funding Bill, H.R. 4899, by a vote of 308 to 114. NCSHA reported on the Senate-passed version in a June 2 blog. The bill includes language NCSHA supports allowing the Section 502 Single-Family Rural Housing Guaranteed Loan Program to continue this year by increasing the annual commitment authority for the program by as much as necessary to meet FY 2010 loan demand.
  • Senate Appropriations Committee FY 2011 Rural Housing Spending Bill Includes NCSHA-Supported Preservation Funding

    The Senate Appropriations Committee recently released the bill text of its FY 2011 Department of Agriculture (USDA) appropriations bill, S. 3606, passed on July 15.
  • House Subcommittees Mark Up HUD and USDA Appropriations Bills

    On July 1, the House Appropriations Transportation-HUD Subcommittee marked up and passed its FY 2011 T-HUD appropriations bill. According to the summary chart provided at the markup, the Subcommittee-passed bill provides $1.8 billion for the HOME program—the same amount enacted in FY 2010 and $175 million more than the President’s request.
  • House-Passed Supplemental Includes NCSHA-Supported Provisions on Rural Home Loan Program and FHA Multifamily Loan Authority

    On July 1, the House amended and passed the Senate-passed Supplemental Appropriations Act of 2010, H.R. 4899. Because the House made changes to the Senate-passed version, the Senate will have to consider the new version after it returns from its July 5-9 recess.
  • NCSHA Supports Rural Multifamily Preservation Funding

    NCSHA has joined the Housing Assistance Council and several other organizations in a joint letter supporting Fiscal Year (FY) 2011 funding for the Department of Agriculture's Multifamily Preservation and Revitalization program (MPR) and the Preservation Revolving Loan Fund (PRLF), which were both created in the FY 2006 Agriculture appropriations bill and have been funded for the past five years. The Administration's proposed FY 2011 Budget does not request FY 2011 funding for MPR or PRLF.
  • Housing Credit Exchange Extension Preserved and Disaster Credits Added in New Senate Extender/Jobs Bill

    On June 16, the Senate defeated a procedural motion to advance the substitute amendment offered by Senate Finance Committee Chairman Max Baucus (D-MT) to the House-passed tax extenders and jobs bill. Following this defeat, Baucus put forward a new amendment which retained the one-year Housing Credit Exchange program extension and money for the Housing Trust Fund included in the House-passed bill.
  • Speakers Discuss Green Building in Rural Areas During Housing Assistance Council Conference

    On June 9, representatives from several local housing organizations and two Members of Congress met in Washington to discuss green and sustainable housing in rural areas at the Housing Assistance Council's symposium, "Building Green in Rural America.” NCSHA staff attended the symposium.
  • Senate-Passed Supplemental Includes NCSHA-Supported Extension of Rural Home Loan Guarantee Program

    On May 27, the Senate passed its FY 2010 Supplemental Funding Bill, H.R. 4899, by a vote of 67 to 28, providing additional funding for the wars in Iraq and Afghanistan and for disaster recovery efforts. The bill also includes a number of additional provisions, including language NCSHA supports allowing the Section 502 Single-Family Rural Housing Guaranteed Loan Program to continue this year by increasing the annual commitment authority for the program by as much as necessary to meet FY 2010 loan demand.
