    On April 28, the Senate Banking, Housing, and Urban Affairs Committee held a hearing on legislative proposals included in HUD’s FY 2013 Budget. HUD Secretary Shaun Donovan was the sole witness. Committee Chairman Tim Johnson (D-SD) highlighted in his opening statement that the Budget request reflects tough decisions, makes proposals to increase HUD’s effectiveness, and focuses on strengthening the Federal Housing Administration (FHA).

    On March 29, HUD Inspector General David Montoya and Valerie Melvin and Mathew Scirè of the Government Accountability Office (GAO) testified before the House T-HUD Appropriations Subcommittee during a hearing on HUD management issues. The hearing covered a wide range of issues at HUD, including the Federal Housing Administration (FHA), the HOME Investment Partnerships (HOME) program, and general inspection and oversight issues.

    On March 21, the House Transportation-HUD Appropriations Subcommittee held its hearing on HUD’s FY 2013 Budget request. HUD Secretary Shaun Donovan was the sole witness. In his opening statement, Subcommittee Chairman Tom Latham (R-IA) stated that he is concerned the HUD budget has reached a “tipping point,” with the cost of renewals overtaking the rest of HUD’s budget. In his opening statement, Subcommittee Ranking Member John Olver (D-MA) stated his concern for the shortfall in proposed funding for the PBRA program and said he wished that the fiscal situation allowed for HUD to request more funding for capital programs.

    On March 27, the House Financial Services Committee passed the FHA Emergency Fiscal Solvency Act of 2012, H.R. 4264, which authorizes the Federal Housing Administration (FHA) to increase FHA single-family mortgage insurance premiums and to force single-family lenders using FHA insurance to repay HUD if an FHA-insured loan becomes delinquent and HUD discovers lender fraud or misrepresentation.

    On March 6, the House Financial Services Committee held a markup of its Views and Estimates on the FY 2013 Budget. Each year, the Committee sends the Budget Committee its comments and suggestions on items within its jurisdiction for the Budget Resolution. The Committee document states that the Administration’s FY 2013 Budget “fails to impose the spending discipline necessary to put this nation’s finances in order” and therefore the Committee does not support the overall request.

    Yesterday afternoon, the White House announced that HUD will reduce FHA mortgage refinancing costs and mortgage servicers will provide housing relief for servicemembers and veterans.

    Under the increases, the FHA annual mortgage insurance premiums will increase by 0.10 percent for loans under $625,500 and by 0.35 percent for loans above that amount. Upfront premiums will increase by 0.75 percent for all loans.
